1. Changes related to salary related requirements for third-country citizens
A) EU Blue card related salary requirements
In the case of the EU Blue Card, the minister responsible for employment policy publishes the data on the level of the minimum wage in the official journal of the ministry he leads by October 31 preceding the current year.
In all cases, the wage amount according to the laws in force at the time of submitting the application must be agreed upon, so if the application is submitted in 2024, it is sufficient to indicate the wage according to the currently effective rules.
However, we recommend specifying the monthly wage in the preliminary agreement in such a way that it cannot be less than the minimum wage to be paid to third-country nationals with an EU Blue Card, as well as according to the amendment of certain labor-related ministerial decrees 44/2011. (XII. 16.) for the wage amount according to NGM decree – or the legislation in force at all times. The employer must follow the regulations in force to the extent that if the minimum wage required by law increases, must pay at least the minimum wage amount in force at all times to the employee with an EU blue card.
Employer duties
In the case of the EU blue card, the salary must follow the legal requirements.
• If you hire the employee for X amount and the amount will be higher in 1 week due to the amendment of the law, then the employment contract must be amended accordingly. Also, when submitting a new application in the future, it is advisable to include this in the preliminary agreement.
• It is the responsibility of the employer to comply with the provisions of the current legislation, so the employer must follow the increase and raise the wage accordingly;
• The employer must adjust the salary to the higher amount (or HUF 856,600, if this is the higher amount; or to the average salary related to the FEOR number for the position, if this is the higher amount, which also increases annually).
The threshold value of the EU Blue Card minimum wage in 2025 (based on the gross average earnings in 2023 published by the KSH) is HUF 856,800 (571,200 x 1.5). *In the case of medical work, with the following FEOR codes: 2211 General practitioner, 2214 Pharmacist, specialist pharmacist, 2222 Optometrist, 2223 Dietitian and nutritional consultant, 2224 Physical therapist, 2225 Lifeguard, 2226 Paramedic, 2231 Nurse (related to higher education), 2232 Obstetrician (female) (higher education related to education) the minimum payment threshold for the EU Blue Card will be HUF 685,440 gross.
B) FEOR(Labour code) related salary requirements
In addition, the payment must also follow the claim for the FEOR number, not only for this EU Blue Card, but also for all other types of permits.
44/2011. (XII. 16.) NGM decree states:
(1) With the exception specified in paragraph (2), the monthly wage for a third-country national employed in Hungary within the framework of a legal relationship aimed at employment with an EU Blue Card cannot be less than the national economic monthly rate published by the Central Statistical Office for the second year preceding the current year. one and a half times his gross average earnings. *
(2) In the positions specified in Annex 1* of the Decree, the rate of remuneration specified in paragraph (1) cannot be less than 1.2 times the national average gross monthly earnings of the second year preceding the current year – as published by the Central Statistical Office. *
(3) The wage rate determined in paragraphs (1)–(2) for the current year shall be applied to the employment relationship existing in the current year.

2. Employment rule changes
A new government decree has been published in the Hungarian Gazette (Magyar Közlöny), which supersedes several previous employment-related rules. The most important point of the decree is that the rules for the employment of guest workers are tightened.
According to the addendum, an employer may not employ a third-country national if, based on the experience of previous labor placement procedures, it can be established that the employer refused to hire Hungarian workers on such unfounded terms, or showed bad faith behavior during the hiring procedures, with which the third-country national was unreasonably favored compared to Hungarian citizens.
In the future, the employment application will be rejected in all cases if:
The employer
o has been subject to a labor or occupational safety fine within one year prior to the submission
o was fined for employing a third-country national without a permit
o is under liquidation or compulsory liquidation proceedings
o does not engage in economic activity
The situation is further complicated if an employer refuses to employ a Hungarian jobseeker without reason.
3. Changes related to ordering official translations
Until now, OFFI (the Hungarian translator office) has accepted the initiation and issuance of official translations without presenting the original documents.
Unfortunately, there have been abuses in connection with this practice, and from now on it is necessary in all cases to present original documents issued abroad with an apostille when picking up the original translations. They can start the translation with the color scanned copies, but the original translations will only be issued after the presentation of the original documents.
Employer duties
We would like to ask you to inform your future employees that in the future the immigration processes will always require the original, apostilled diploma, marriage and birth certificates (in the case of family members) and that these must be sent by international courier to he following address at the beginning of the process:
